ABOUT THE MINISTRY

The Ministry of Foreign Affairs of the Federated States of Gapla is Gapla’s ministry responsible for Gapla’s relations with foreign countries.

We manage Gapla’s foreign policy, visa issuance, tourism, diplomatic missions, and trade, as well as review applications for diplomatic relations made by foreign countries.

Our goal is to ensure that Gapla is at peace with the world and engages in helpful and productive relations with foreign countries, furthering our goal of widespread international recognition. In addition, the Ministry seeks to support Gaplan citizens while they are living, working, learning, or traveling abroad.

Mateo Restrepo Ortiz, Minister of Foreign Affairs

Mateo Ortiz was provisionally assigned on December 16, 2025 and officially recognized on January 13, 2026.

An experienced and enthusiastic leader, Mr. Ortiz was appointed Minister of Foreign Affairs by the Provisional Government in 2025. Prior to becoming the Minister of Foreign Affairs, Mr. Ortiz had extensive government experience in the Gaplan Overseas Lands Administrative Region, later serving as its governor, served a member of the Provisional Government, and served as the Gaplan Ambassador to Colombia. He currently resides in the Republic of Colombia.

  • How do I obtain a Gaplan I.D. card or passport?: You may apply for an official Gaplan I.D. card or passport on on the Secure Citizen Portal. Make sure that you are signed in to your eGapla ID to view the appropriate forms. If you do not have one, request an eGapla ID on the Secure Citizen Portal.
  • What is Gapla's foreign policy?: We have a non-aggressive, peaceful, and open foreign policy based around de facto situations. For more information regarding Gapla’s foreign policy and requirements for mutual recognition or diplomatic relations, please click here.
  • How do I apply for diplomatic relations or mutual recognition with Gapla?: Please note our process for diplomatic relations and mutual recognitions is selective and is limited to nations having a sovereign territory with an adequate justification.
